Because competence often embraces knowledge and skills, it is important that personnel receive quality directed training to develop initial and improve on-going knowledge and it may also be important for personnel to be free to learn from other quality sources and include knowledge gained from their work experiences into their competence set.

Smart Train CMS handles all aspects of competence management automatically progressing trainees through the initial stages of becoming competent. The definition of competence / proficiency varies from country to country and from sector to sector, but you can rest assured that Smart Train CMS, with over 35 years’ experience will manage your competence-based management requirements wherever you are located.

THE ON-GOING MAINTENANCE OF COMPETENCE (MOC) AND 'SKILLS DECAY'

Competence / proficiency is not permanent and needs to be maintained to ensure personnel operate to the highest passible standards. Maintaining competence through periodic
refresher training and assessments can be critical to avoid ‘skills decay’.

“Skills decay” occurs where a skill is not practiced over time. The rate at which skills decay will depend upon many factors including the complexity of the skill and how likely it is to be practiced under day to day working conditions. How long it since a skill has been used, changes to operational requirements, newly introduced equipment or techniques will all impact on an individual’s competence.

To ensure competence is maintained, a skills decay period for each unit of competence can be entered and Smart Train CMS automatically manages the avoidance of skills decay to maintain competence by providing timely reminders to ensure personnel carry out activities and receive refresher training and re-assessments before skills deteriorate.

Smart management of assessments through scenarios

Smart Train CMS scenarios are a great way to manage the assessment of individuals and teams under real work or simulated working conditions.
Scenarios provide a framework through which assessments can be made. You define a scenario on Smart Train CMS and then identify the role or different roles that an individua or a team will deploy at that scenario. Roles can be pre-defined and can be pre-mapped to relevant units and elements to reduce workload and reduce oversights.
The scenarios will not occur within the system; they will occur outside the system.
The aim of a scenario is to provide a framework for assessing performance for an individual or a team and can be as simple or as complex as you need, involving one individual carrying out one role, or many individuals performing many roles.

smart rapid update facilities

Recording the performance of an individual or a team when assessing through a scenario is very straightforward. Simply select the individual (or individuals if more than one person is carrying out the same role(s)) and then select the role or roles they have carried out, then enter and record the assessment including any comment.
On saving the outcomes of your assessments, individual records will be updated showing the scenario, the roles performed, together with assessment outcomes and comments.
Because a role can be ‘mapped’ directly to units, elements and performance criterion within your competence framework, any units, elements, and performance criteria mapped to the roles will be automatically updated. The name of the assessor will also be stored along with the date and any renewal dates will automatically be adjusted for the scenario, the role and any individual units updated.
The competence held by the assessor can be interrogated as required for verification purposes.
